I live in the Northeast but my sibling is in the South...I'm thinking maybe I should go down there and buy a (Cheap) rust free car and road trip it home. Thoughts?

Not a bad idea but you should get it rust proofed down there aswell since your going to drive it back through salted roads.
and make sure they know what theyre doing aswell since most garages down south have only heard of rustproofing vs actually doing it.

Does rust proofing really work or is it a scam like the "paint sealer" packages dealers sell?

Great plan and there is plenty of selection. Prices in the Carolinas and Georgia drop in winter so you could score very nicely. Many used car dealers buy in bulk.
KNOW your home state inspection rules so you buy a compliant vehicle. In SC there is no inspection or need for one (dealers helped get rid of it because it can't be done profitably) so there is much freedom.
Rustproofing works. Research what's best. I don't need it so I don't bother.
A few more hours drive to get what you want isn't shit. It's no worse than spending a few hours at home fucking off.

Here in Ontario its a must have. Every car I bought had some rustproofing added on from the dealership and i didnt see any rust problems for a good 7 years.
You need to do it before any rust starts otherwise when you put the rust proofing on your just sealing the rusty spot behind the spray and it will just spread.
There are all sorts of methods to rust proofing but you basically need to put something between the bare metal and the elements of the road (I.E. salt) and it will pay for itself in the long run.
