Is the mk3 golf GTI really as bad as they say? I'm considering buying one because Mk2s are very hard to find here. It would be my first manual car as well, and I've decided if I got one I'd have the 16V because 8V is apparently really fucking slow. Can anyone give some fatherly advice?

Get a vr6, the gti isnt that much faster than the 1.8 with 90hp

You'd only care about it if you go track day very often. If you just want a fast daily it's fine. Not very fast by today standards, but it's not very common so it'd net you street cred if you care about that.
And if you care about understeer that much, don't get a FWD, or any VW AG car for that matter, they all mount the engine at the front.
