I drive a 2L |5, it's rated to only do 210km/h, but I've had the needle at 230km/h.
There is explanation? I know there is inaccuracy on the gauges but certainly not 20km/h.

Do you think manufacturers make the gauge range precisely to the cars top speed? I'd say 99% of cars will never ever go 3/4 of its top speed.
My dad's Jeep CJ7's speedometer goes to 85 but in 4th gear (top) and with the pedal floored, it maxes at 78 mph.
And I think my friend's old Pontiac has a Gauge cluster that went to something like 150 mph, but the reason being, is that 65 mph was the exact middle of the curve, easy to spot through the steering wheel.
The average imprecision is 10% on speedometers. And the top speed is measured in a straight line, you can go faster downhill.

Speedos may be a generic part across several models.
Rated speed is not the upper bound. The brand just certifies the thing will go at least that speed within reasonable conditions.
When they test for top speed they dont count overdrive since its supposed to be for mpgs not speed

Mine goes to 85 but it stops when it hits the trip-reset button.
