They mean a truck licence, the guys that manage the tires are also the guys that drive the semis to the track
But yeah, looks like they only need that stuff, unless they are assuming that previous track experience is obviously needed because it's F1 and they don't just take the first Italian trucker/forklifter with no racing experience to manage their tires and spend the better part of a year abroad
