I wish I could say this wasn't common but it is.
Drove a couple hundred miles through winter storm goliath last winter in a corolla and had zero issues, but all the stupidity I saw along the way was ridiculous.
I ended up with and average of 25mph over 500 miles cause I took my time in the snow.

The only reason drivers were going "too fast" is because there was a dam comcast truck stopped in the middle of the fucking road, otherwise it seems they were able to drive fine at the speeds they were going. It's not like there were cars in the ditch all up and down that road, only where the work truck was blocking traffic was there an issue. If they knew there was a truck blocking a lane and still proceeded at those speeds then you could say they were going "too fast", but the point is they didn't know and it seems like it should be the workers responsibility to make sure people knew sooner rather than later.

The issue with driving school, at least in the states, is that it's fuck easy to pass. I remember when I went through my exam, you just take it slow and you'll pass. In the real world, once people have been driving maybe a year or two, feel really confident after nothing is happen. Speed limits aren't limits and we continually push the boundaries of speed. If you talk to co-workers you'll get a sense of how people drive. At first 5 mph over is fine, then 10, then 15. Then we build it into our daily driving pattern and use time as a means to measure distance. Ofc, come winter, no one really fucking understands that all-seasons don't do shit until you've been in an accident, especially when there is ice while maintaining speeds you've been doing during the summer. I live in a state that consistently gets under -15C in the winter that lasts more than 4 months. Every first snowfall, without fail, I will see a traffic collision involving a car rear ending another.
