Op here, here in New Zealand these cars are really easy to come by. Turbo II, alto works, subaru ace etc are all in mint condition and sell for like $1500 (like $1700Us).

We can't have very small cars like that in Yuroland, sadly.
Depending on the country you might get some similar things (here in France, electric stuff you can drive without licence might sound like a good idea in theory but in practice, I'll just let you image search "Aixam" and let you see for yourself) but overall, safety regulations killed small cars like that

Weird, we have basically no presence of electric cars in new Zealand, and people don't laugh at small cars, they love them.

I get 2.5 liters of gasoline to 100 kilometers, repair cost is next to nothing, and I can comfortably carry 4 people at 100kmph, or my whole computer right plus several guitars and other luggage. Best cars in my opinion unless you're towing

Electrics here have been selling more and more (though mostly to richer folks, new EVs are not very cheap) because for a while they were exhempt from some taxes.
Plus we have loads of plans from official groups (postal services, municipal agencies, etc) to use EVs. Fleets of these little shits are replacing the former Kangoos and seeing how vile the Kangoo is, I'm not sure if that's a good or a bad thing.

Because even though some of them look fun, they are limited to 64 hp, which is incredibly little. The smart Roadster is around the same size and slightly lighter than an S660, but with 20 hp more. And it still feels very slow.

I would a kei car for the winter, but sadly the only ones we've ever gotten were these top heavy Suzuki Carrys and Jimnys, and I would like one that can at least do 130 kph at acceptable revs on the Autobahn.

Okay, 6'9 is a lot, but somewhat good news! I'm a bulky 6'4 with huge legs (not long; huge and inflexible. Thanks, bike) that likes to sit bolt upright, and I have spare headroom and plenty of space, relatively, for my knees in a Jimny. So go for it, very large man! You might be able to make it work.

It really depends on the model.
Japanese kei-cars, intended for domestic market might be a little cramped and lack headroom if you are more than 5'9 but many of them, as well as yuro city cars actually have decent legroom.
Best example for this is the Twingo, all memes aside it is surprisingly spacious for something that small

Smarts are super-roomy. Good headroom, and you can slide the seats so far back that you're in a different post code than the steering wheel. As a tall person, you're better off in a Smart than in an E-class.
