yes, but only when the city has like 6" plus. There was a lot of snow frequently last year and when it finally stopped they put on the news that they were coming around and collecting all the "dibs" items haha

You shovel the snow off a parking spot along the side of a road in your neighborhood. And then you place some item (see OP's folding chair) in that spot to reserve it for yourself.

Parking enforcement is usually lax in south Philly at least, the neighborhood would start a riot if suddenly they started handing out tickets.
