That's not rocker panel rust, its the chrome trim piece that's got rust on it. Super common.

And it's literally the worst combination 300zx that exists OP. But I would offer $1500, then immediately spend a couple grand getting the full 120k service done. It's a BIG service, but will let that NA run longer than you will own it.
