You could easily get a 2008 ish, non turbo, manual Impreza for 10k. Not very fast at all but still fun with the manual. I have an 07 I got 3 years ago for 9k.
There is no performance upgrades that can be done except suspension though. Engine upgrades are at the point where just buying a WRX would be cheaper
