lights like those will have a bulb with two filaments, one for running lights and one for brake lights. The brake filament is probably fried

And if it isn't that, check the plug for any corrosion. Cleaning that off will fix it if the bulb is still intact.

so i replaced the bulbs and it does the same thing, unfortunately i think it is either the "stop and tail light sensor" or the plug leading to it
