Explain the stupidity of displacement taxes to me

It seems to be designed to reduce the ecological footprint of cars, but why not just go off ACTUAL emission/fuel economy testing values? Displacement isn't everything.

RX-8 is a 3.9l wankel and its 'emissions and efficiency per litre' is irrelevant in comparison to reciprocating piston engines. As result of the design fuel goes straight into exhaust. Not a problem with pistonshit.
Old piston engines had very limited technology, displacement heavily factored into power and emissions/efficiency. Modern engine tech is crazy.

Taxing based on displacement is some straight up backwards ass shit. Bumping up insurance premiums because of displacement and not taking power or weight into consideration is even more backwards ass!
