You don't balance the "tire" you balance the wheel with the tire on it. When "you" put the tire on the new rim, the mexicans at the shop should balance it. They can also check the tire for any punctures by mounting it on the wheel and putting it in a vat of water to look for air leaks. Get a replacement wheel and have them put the tire on. ANY problem on the "side wall" of the tire means you need a new tire.
