If you want it perfect you need to replace the piece. If you don't care about it being perfect sand it down a little to get the surface rust off and paint it with rust converter. Then you can either rattlecan the whole thing black or just leave it.

What he said. Be sure to get as much rust out as you can, then use a rust convertor like he said.

Mask it off and use a satin black paint that will look like plastic when it dries.

A wire brush would be best for getting all the flaky rust out on a small job like that, but a wire wheel is fine, too.
