i dont even know what bikes i can get under 47bhp.

every state is different, but new york
motorcycle permit when you're 16-17 (consists of a 20 question test, costs $40) lets you practice with a licensed rider
license when you're 18 consists of a small bullshit practical course, or you can take a 3 day course (msf, $300) that teaches you the basics of riding
