Can anyone recommend a way to clean this shit off?

Aerosol brake cleaner but say goodbye to the clear coat on the rims. If you weren't a lazy moron who didn't neglect to clean their rims then soap or a rim cleaner would do the job but no you let it build up for 60 000 km and now it won't come off easy.

I seriously doubt those are actually chrome plated. Usually it's a steel rim with a metal oxide like aluminum that is applied then a clear coat is put on top to protect it.
