a friend who is in the importing biz told me most of the time they buy dogshit tier cars from japan and clean them up to look presentable, even tho mechanically they are fucked.

I've met the guy who owns it and he goes to Japan for 6 months out of the year to get the models and cars that he inspects himself with 2 other techs, most of the cars are modded from the previous Japanese owners and not done in house
They only get mechanically sound cars, if there's an issue with the dash or some imperfections in the body so be it, but the important shit
tl;dr your friends anecdotal evidence doesn't line up

None. All of them have pretty bad horror stories. If you want to buy, inspect the car with a mechanic in person. Check for any sign of corrosion and dump it if it's even remotely concerning. There are some importers that aren't utter garbage but I've heard of bad stories about Japan Partner, Rivsu, Japanese Classics, IVI, and others. The only two importers that I haven't heard horror stories about thus far are RBMotoring and Pacific Coast JDM.
Proof regarding bad experiences with Japanese Classics as some people were wondering in recent threads: https://www.reddit.com/r/SkyLine/comments/52ij3y/looking_for_some_advice/d7msgrc/
