So i drive a lot of highway on hilly roads and before i would just set my automatic tranny car on cruise controls and it would automatically drop a gear when going uphill and rev to like 4k to keep the same speed
However, i recently got a manual car with 6 speeds and im wodering if i should down shift to 5th or 4th gear when going uphill
6th gear is about 3k rpm @ 70mph
5th gear is 3.5k @ 70mph
4th gear is 4k @ 70mph
Also if i just leave it in 6th gear on cruise control my car manages to maintain the speed but im afraid i might be damaging the engine by "flooring" it at a low rpm, so how do i know when the uphill is steep enough to warrant a downshift?

3k should be fine for most cars.
what car and engine size do you have?

audi 1.8t
If it actually spins at 3krpm there's no real problem, the reason autos drop down is because they need to spin the converter up to increase torque, in the manual you're not hurting shit until you're at WOT at 1500rpm

what about 2.5k rpm at @60mph, that wont hurt the engine on steep uphills?
If it knocks, you're hurting it.

Just talking outta my ass here, but I think unless you see the rpms dropping you should be sweet
