Nobody wants to see the same car/driver/team winning over and over again.
It would be cool at first, because it is obviously a very interesting project, hell it would make some headlines too if it could manage to make some absolute podiums because of its design, but you can't keep a car with a massive advantage over 30 other cars, it gets boring fast.

Plus you can't expect other teams to completely redesign their cars from the ground up to compete just with that one car.

There are more reasons behind that besides FIA being le evil no-fun-allowed race police: the Delta wing races against prototypes. The other P2s it races against (I know it was meant to be a P1, but it wasnt very successful at that) have the advantage that you need to change a few simple things and the car is immediately ready to be competitive in a different field, like hill climb, whereas the Delta wing is pretty much just an endurance tool.
So P2 manufacturers wouldn't accept such a car to race against them and win, because it would force them to redesign their cars and go against the very essence of a P2 (being a relatively cheap and versatile car that can race in more than one kind of events).

The Delta wing was a massive business risk that didn't really pay off, you can't expect everyone else to catch up with a borderline failure of a car that is only good at one thing instead of forcing that car to adapt to the rest of the field.

So you want a non-BoPed Delta wing? Then you get to watch a snooze fest as it obliterates every other P2 because it gets like 10 more laps out of a stint, (assuming it's not plagued by some fatal failure) while everyone else gets super mad and eventually stops racing.
It's a cool project, a nice experimental car, but it has no place in today's racing environment. It would work well as a spec car, but it can't really race against anything

It's the same in other motorsports too. Just look at MotoGP. Every bike has identical specs dictated by the rulebook. It's also funny to see people argue about which brand is better because they won when it has nothing to do with the brand. The bikes are all identical

It doesn't, the rules still encourage different designs and approaches, my point was that you can't expect to put something radically different to everything else and expect everyone to adapt to it, especially when the the new addition is something that barely works, got mediocre commercial success and is only good at doing one thing.

And I'm specifically referring to the P2s here, because P1-H teams probably could even afford to adapt to such a radical change, but the P2 is a commercial platform based on versatility and reliability and this is what keeps P2 manufacturers afloat. A complete redesign to address the advantages of a deltawing would be a commercial suicide for those manufacturers, assuming they could even afford it considering they all just updated (or created from scratch) their cars to 2017 specs.
