There's an annual registration/update for plate tags here called "Tenencia" which in luxury cars costs thousands of dollars depending on the MSRP value of the car . for a 2016 BMW X5 for example, it's around 2500 dollars for this. yearly. until the car is 10 years old.

having this upto date is required to sell the car or do anything that requires the dmv. Car also can't be insured if the tags aren't upto date.

I know someone with a 2006 BMW M6 who literally can't sell it, because he hasn't paid the tags in 10 years. It's accumulated around 1 million mxn - ~50k usd in debt and the car itself isn't worth more than 25k.
