as far as I know the top priority is that the pedestrian doesn't fall too hard, hence the distance between hood and engine block on normal cars which makes fronts higher and everything else, too.
second thing is that the person should be able to roll off the car which also takes some of the kinetic energy but again I think the biggest thing is that they don't get hit too hard which could be taken care off with clever "soft" fronts while still keeping the wedge
