In some places the police run community service schemes where they take offenders to service stations or mall parking lots and have them wash down plates so ANPR systems can read them. Do you want a known criminal scoping out your car because it has a dirty plate?

It doesn't work by process of elimination if you have a cellphone in your car. They will subtract all the other moving cars thru process of elimination at the red light intersection. Yours will be the one still moving with the red light. The judge looks at the data and makes his decision. If your car was made in the last 10 years, then it probably has GPS that broadcasts to the car manufacturer database, so they can easily get a warrant and request "who owns the car at THAT location at this TIME of day?". The manufacturer will say <your VIN here>.
