It depends. Individual safety is meaningless where the result is injury, not death. A corpse on the highway costs the government money and man hours, a breathing body that gets checked into a hospital accrues its own debts. Safety to others, however, is paramount.

California only regulates emissions. As long as you meet any applicable emissions requirements, all you need is lights and fenders and you're good to go. It's one of the most permissive states in the country.
