How the hell can I open the flare nut circled in red?
I blasted it with WD40 but to no avail, no matter how hard I grip the 2 nuts and try my hardest, they just won't god damn budge.

This. WD40 is not a penetrating oil. And use a line wrench.

put a hollow pipe over your spanner for more extension, like a floor jack handle or something.

you wont need much space to crack it with a long extension, then finish it with a standard spanner. just make sure you have a spanner on the bigger nut, or you risk twisting the line.

it'll crack with wd40 with a decent extension pipe.
The longer the extension, the easier the nut will crack.

no, it's a water displacement fluid with lubrication and penetration properties. - Water Dis-placer 40th attempt - WD40.
It will crack with just the extension, but may aswell gave it a squirt for lube the threads a bit.
