Whats too much for one car is perfect for another. I find if you're looking for a good balance between handling and tire wear and you're still at the stock ride height, bring it into the yellow (hunter rack) on the negative side and give yourself a tiny bit of toe out on each front wheel for good turn in.

Whatever amount is needed to optimize the suspension geometry. I only need to run about -0.5 degree of static camber because I have plenty of travel and gain camber dynamically under compression which is superior anyway. If you don't have idea geometry or you have low travel you may need -3 degrees of static camber. Much more than that in a regular full bodied car that's not strangled by a rule book and you should probably consider redesigning your suspension.
