These car's had to be abandoned. If you look closely at the trucks, you'll see they've got the sintered lead block bearings. Since they require constant human monitoring by visual inspection- hence the cupola on cabooses for the observer- it's not economical to pull off the bodies, swap and upgrade the trucks to make them operational.
