I think France, Germany, Italy still have a car culture. The UK's has been largely eroded by the environmental and Health&Safety lobbies to the point where I think government policy is to make driving as expensive and unenjoyable as possible

Your rates are higher for being in a state with no mandatory insurance, your rates will go up for making a claim, and you may be on the hook for medical bills because you don't usually get any money from broke people that have no insurance.

It doesn't have to do with insurance laws necessarily, it has to do with people's ability to pay and willingness to drive illegally.Florida has mandatory insurance and ridiculous rates, whereas my family down there pays quarterly what I do yearly as a 21 year old. Difference is, NH has a lot less illegals driving without insurance or the ability to pay.

I also live in NH and I don't think our rates are all that cheap, but granted I've never lived anywhere else. Also location factors for setting rates are more than just whether or not a certain state requires insurance.
