I think originally those spokes sticking out were supposed to be a sort of cheap metal bolt on indicator that you were getting too close to the side walk, such that if you heard it grinding you could pull away a little bit and only your relatively cheap warning spokes would be damaged and not your expensive wheels since they stick out further.
