It's called the Toyota Pod. It was shown in 2001. It had an actual tail (not an antenna) out the back that would wag as you approached. The exterior lighting would change colors based on the car's mood.
Running low on gas? lighting turns blue and led tear drops "flow" from the headlights.
Fill it up? Golden
Get cut off on the highway? Red with anger

Pic shows the tail at the back that would wag. The entire point of the concept was sparking people to be more emotionally invested in their cars instead of treating them as an appliance.
