As you said, and the sign says, traffic slower than the speed limit stays right on such marked roads. If not marked, then it is legal for slower traffic to be in any lane.

If marked, then someone going the speed limit is allowed to be in any lane. That is how my state law works. It is only the unwritten drivers' courtesy law that non-speeders stay in the right lane.

That said, I try to stay in the right lane unless it is behind some dingus that has tires which pick up grit and flings it at my car's paint or some dingus that rides on the right lane shoulder flinging up debris, or some dingus like an ultra tall vehicle which stops me from seeing in front of that car in order to try to predict traffic conditions ahead or see if there is road trash ahead (tires, lumber, dead animal) that I need to avoid. There's too many people with improperly or insufficiently secured loads.
