Front ball joint went out yesterday. I guess the control arm sheered this brake shield plate thing when it dropped. Pic related.

Should I replace this when I do the ball joints? Seems kinda non-essential but I'm not too bright so I'm asking...

not really, honestly i would just bend it back straight as best as you can and put some JB weld over the edges where it split to hold it again

It keeps water and other stuff from getting in and stops heat from coming out

I wouldn't worry about it a great deal, its likely to be a pita to replace. That being said if its not at risk of falling off and can be bent back into shape I would go that route.
