At least they send the notices and not their lawyer. Over here, intead of telling you themselves (they will if they like you), they will have the lawyer send the letter. That causes an expensive fee you have to pay immediately or an overdue fee is added and a lien is put on your property (and your credit rating takes a hit from lien status). At that point, you have to take it to court to show your motorcycle is not too loud (stock is not defense because it can be defective or have broken muffler, hole in exhaust pipe, etc). If you don't have all of that proof ahead of time for the court session, the HOA ruling will stand because it is the HOA that determines if you break rules or not and you were not able to disprove them in court due to your unpreparedness to anticipate all types of attacks from the HOA lawyer.

The vast majority of people like HOA or at least don't hate it. It's only those few people that get persecuted by the HOA that have a hell of a bad time. That's because it is easy to abuse such a system that has less controls than city ordinances. And even if you win, your neighbors hate you for the lawyer bill everyone has to pay. But the ability to "abuse" the rules is what lets the HOA drive out riffraff that are otherwise allowed to plague non-HOA areas due to Bill of Rights or chilling effect from racism complaints. The HOA gets rid of many typical UNFAIR legal attacks and defenses the criminals have or use.

There is an alternative in my state if every insurance company, even the high-risk-max-rate refuses to insure you. But that gov't backed insurance is exempt from pretty much all the fairness rules that regulate normal insurance policies. Highly exaggerated unrealistic example to demonstrate: You are declined by all companies, so now you are eligible for the state provided auto insurance. It's a two way street, this guy is the biggest bitch. If anybody on our street issues a complaint regarding him or his family, he calls town ordnance on whoever he suspects did it, most often it's us. It's overall a vicious cycle, that's him that makes the call, that's the ordinance guy who has to drive to our house and do a full arbitrary inspection only to find nothing wrong with our pristine yard, and us that have to cancel any plans we had for that time just to stand and babysit the ordinance guy for an hour or two.
