Sometimes even after a long chase with lots of cops, the perps do get away. They need to get to a place where they can blend in. The police know that and will try to blockade access to those places if they can.

They have a violent minority population (blacks and hispanics) willing to try to get away with a crime especially since getting caught as a repeat offender means a much more severe sentence. Thus, the added penalty for running is not so much worse. And people who do hit and run do often get away with their robbery, ATM mugging, shoplifting, or other violent crime. Those don't typically get broadcasted as an ongoing spectacle.

BLM complained it's unfair to Lamar if he takes out a knife to fight the police and the many police take out their guns and shoot him dead.
