Looks like seller has removed all quotable details from the ad which might identify the owner of the car or that it is scam. Previously, the deal was by a law enforcement person who required that the buyer show up with the cash to purchase the vehicle. Neither identification of the seller nor the car would be made available to the buyer prior to showing up with the cash. Now, that's a summary of the original details for this car deal with some other details left out.

Anyways, wIthout a VIN pre-check and verification that the seller is also the owner, it is not worth buying. It makes me wonder if the seller simply has physical access to the car and will sell it because he has access to the keys, then claim it was stolen by some anonymous thieves later. Thus, they get the car back AND pocket the cash money from the buyer. The other more likely scenario, because it occurs too often, is that a THIRD PARTY that is not the seller shows up and mugs you for all the cash and runs off. That way, the seller, if apprehended, will claim he had nothing to do with your cash being stolen as it was a 3rd party that stole it. Yeah, right. It seems too much like a CL robbery setup. That happens in my area every now and then for a big ticket item where a 3rd party robber suddenly appears and robs the prospective buyer. That way, the seller cannot be arrested for robbing the victim. Dinna kno nuffin.

In my state, the law allows you to do a title check before purchase. They cannot legally deny you the right to check before you buy the car in my state. If OP is buying in such a state, that seller who claims he is in law enforcement is deliberately breaking the law. That seems too suspicious now.

This seller is in no hurry to sell probably because he is fishing for the right victim. He doesn't want to rob a shark that might successfully get the money back. He wants to rob a meek goldfish.

Since the car is purchased for cash "AS IS", and the buyer is not allowed to inspect the car until after the purchase is completed, how much of the corvette is there to make it legal to drive? All the airbags could have been stripped out. The catalytic converter could be replaced with a straight pipe. Other expensive resaleable parts could have been removed. So OP would then buy a car that needed another $7,000 of refitting assuming the anonymous seller with anonymous VIN wasn't going to have OP robbed of the cash by a 3rd party surprise mugger.

The scammer pulled the ad, but will probably try again later. Maybe the next time, they will look for a corvette in someone's driveway, get the VIN from that car, then steal some phone bill or other utility bill mail from that person's mailbox to get their name/phone/data. Then they are all set to repeat the scam with a believable VIN and a name/address/phone number that matches up to the VIN.

The only way to stop that person is to report to the police any scammer ad that claims they are law enforcement. The police usually ignore a lot of stuff, but in the case of someone pretending to be law enforcement, they might make an exception and go after that scammer.
