I'm in SoCal if that makes any difference for general availability.
There are lots of volvos here, but hardly any V70Rs, which I heard is the only one worth getting. Does the V70 have shitty handling? I heard it turns like a boat, and I'm currently commuting on an SV650 so while I'm down with slow and safe, I'd still like to be able to maneuver.
I get the same feeling about the V70R with the 04 Forester XT, like that's the only trim worth getting. Trouble is it's pretty hard to find either of those in working condish with titulo limpio for < 5k.
volvo 700/900 with a turbo 4. Avoid the straight 6 if you can. Its fine, but not as durable as the 4 cylinders.

This. Preferably V6 or 2.3T 2004 and onward. Aeros are the best but are quite hard to find. Beware of original rear suspension if it hasn't been changed in a while, make good use of camber shims to avoid tire cupping, they're available from eeuroparts for not very much. Automatics are usually quicker in HOTs, manual box gets a bit more zip out of LPTs.
You can typically find a good one for pretty damn cheap because of steep Saab depreciation.
You can buy a Saab 9-2x which is literally a rebadged wrx for 5g or under
