I never understood why either. You KNOW the car is going to be a tuning base, so why not for a barebones version?
Although it wasn't intentional, you could get a s13 240 with literally no options. No A/C, no auto trans, roll up windows.
I hate how that version of the FRS is JP only.

Because too much of any new car is integrated in to the production line. They would, literally, have to have a second line to build bare bones cars.
Honda made a lot of race version FD2 for the civic race series

Haha, thats the one thing about s classic and cupholders... on the s15 has them. That being said, I just pop out the ashtray on my s13 and put my drink there... or I just don't buy drinks at all. That race car life I guess, I try not to keep anything in my car.

Well considering that the price goes to 26k more. For a cheap set of mass produced wheels, cheap interior and 3 dollars worth of paint that a machine does.
At most it would cost them an extra $500 dollars in production, and it doesn't have to skip parts of the production line.
Hell the top end model only has a few extra features and it goes from 26 up to 32-33k. The car was designed to pull money out of boy racer pockets. The only reasonable price for a barebones would be around 12-15k. But that'll never happen.

I know this feel. I also own a base model s14. Luckily the center console holds drinks pretty well, just cram some napkins in there to hold it better.
The average consumer has come to expect decent looking wheels and bumpers even on shit boxes.
It wouldn't sell, and they could offer it as an option but I doubt they would move many of them

I have to do that in my Legacy, the "cupholder" is literally cancer. You can't even think about touching the steering wheel or gas pedal without having your drink fall out of it and spill absolutely fucking everywhere.
