In your opinion /o/, what is currently the best base car that can then be modified in any way to become a well rounded racing car? Not just speed or power of the car, but weight distribution, suspension design, braking, drivetrain, etc. All those factors together to make a car that provides the best starting point.

Just driving around a course quickly I guess. Nothing like focusing on drifting or drag racing. Asphalt rally is a good kind reference point. An overall balanced car that can thrive with good driving technique.

If you have lots of money, then a used GTLM car would be best, however that is probably half a million to run.
If you are looking at say 10k to 20k. Then a used c4/c5 maybe a cayman or boxter. S2000
Under 10k.. miata, mr-2, 944.
Those would be my choices.

Realistically a c5 corvette. It's not far from a z06 in its base form and an frc will be light and stiff as fuck. Ls1s just need a single plane sheet metal intake and a carb to make great power or get a fast setup with a cam and long tubes and heads easy 450whp+
Lowering can be done by buying bolts
Performance parts that are corvette specific are expensive though
