Because the cylinders just don't fire. They still create horrendous amounts of drag-friction on the inside of the engine. If you fire only 4 of 8 cylinders, the other 4 are essentially engine braking all the time.

If you would join two V4 engines crank-to-crank with a clutch in the middle, then switch off one of them if you want to save and disengage that clutch, you could make a lot of savings, but this way? Forget it.
