You see a lot of high speed chases played up in the media. Typically, as soon as the public is being endangered, they will call off the chase. Having a car being chased kill 10 people is not worth 1 arrest. They are instructed to keep public safety #1. If there's no helicopter and you know the roads well enough, you could get away. They'll take your plate.

Get a fast motorcycle, a rider with knowledge of the streets to the point where you can navigate with only streetlights, and you can get away pretty much 70-80% of the time. If there's a helicopter, and you can't duck out through a tunnel or something, you're fucked.

Ghost Rider has managed to consistently outrun the cops in Sweden in all his movies. It required:

- Law that says that a driver/rider must be caught in the act to be faced prosecution.
- Riding a bike/driving a car without any plates that is never used on a regular basis with plates on, stored in a secret garage. (it's probably easier with a bike since you can transport it inside a van)
- You must use a helmet with sun visor so they can't see your face while in the act.
- You must never get caught.
- The cops shouldn't have any reason for overdoing their attempts to catch you. In Stockholm, there was an incident where the cops killed a fleeing motorcyclist in a crash, which caused a huge stir in the media. This is often cited as the reason why the police didn't pool all their resources to catch ghost rider.

Authorizing a pursuit is risky business, so unless the cops hate you or you just killed someone/robbed a store/pushed over grandma as she was crossing the street, it's unlikely they'll pursue for long. You can bet your ass that Sgt Mc Piggy is going to chase you for as long as he's can before he's told to call it, but if you're brave, have enough space in front of you, have a fast enough car to avoid a visual inspection in the event they get your plates and need proof that someone who looks like you was driving, then you can possibly get away.
