They are functional, so functional in fact that I think they were banned from racing.
I can't remember the name though, but they feature on a lot of old racing cars, see pic for example.
"Turbo fan wheel" brings up a few results but that's likely not the correct name.

also rally wheels are designed to brake before the rest of the suspension. whereas these look like they'd be good for nothing but just showing off your cars front wheels spinning.

Actually it does, and there's an interesting shot in one of his Gymkhana videos where you can see (thanks to the smoke) the air being forced out by the fan and the centrifugal force, see pic related. Compare the front wheel which has a shroud, with the rear one that doesn't.
This picture becomes even more interesting as it's a great demonstration of the Coanda effect, that is the air "following/curving" around the wheel, which you can see thanks to the smoke.

That's the thing though, doing figure 8's at 40mph isn't going to require wheel fairings, so although they work, they're not actually working.
