Where I live the government mandates no-fault insurance. So even if I'm not at fault, my insurance pays for the repairs. My rates didn't go up. It's convenient, however I believe no-fault has higher rates overall.

You don't even need to make claims for your insurance rates to go up. If you get hit by some else twice in 6 mos (no fault of your own) your rates are going up. Insurance is gambling and risk. Numbers are dispassionate.
