This is what the tag has on it, I'm guessing only hids actually go up to 8k and over

I thought that generally HID's have a ballast with them, but I may be totally wrong.
they do. the ballast usualy connects to the 2 individual connectors

Well if it comes with a ballast, there's your most likely answer, since the other types of bulbs do not use them as far as I know.
balast is powered by the 2 spades and then sends power to the 2 plastic connectors to the hid.
looks like the halogen is a "high beam" just to be legal

Nah, my car has a ballast somewhere in the electrical box, but HID bulbs up front.
OP, bulb is the H4Q. That serial says it's a 35 Watt, 8000 Kelvin, model H4Q. A quick search tells me it's HID, but that might be wrong.

most likely for use in a motorcycle its made to fit an h4 socket. basically a plug and play replacement. but that won't be the correct housing for it.

HID can mean a multitude of lighting types.
