One thing to consider is that in most cases an engine that is larger making less peak power will have more average power across the rev range.

There are so many factors that dictate why and how different engines make their power but the tl;dr version is because they're different designs meant for different applications.
See: Suzuki Hayabusa 1300cc engine that makes 180 odd hp vs Suzuki Swift 1.3 that makes 100ish hp. Same displacement, completely different engines.
