Yea but if it's a surchargeable event it counts towards loss of license. I know you can get ticketed for it, but I don't know if the DMV is going to take my license or not because of it. It you get 7 in a year you lose it. I have like 5 and a speeding/exhaust court date coming up. One of those 5 is also another exhaust ticket so Idek if it's something considered a "surchargeable event"
