You could just gut them, like some people do to their mufflers... It's not that hard (at least with mufflers) Just cut a hole in the top side, remove the Baffles from in side of the muffler, then re weld the the part you cut off. Grind to smooth out the bead the best you can, Then all you have to do is rehang them, and no one will be the wiser.
Is it legal? Fuck no, but hey it does improve air flow, and you gain a small amount of HP from it.
