As far as I know without acces to the dmv computers nothing is possible. I mean you could report them to the cops and give a plate number, but who the fuck has time for that. I think I'm Texas you can report plates to don't mess with Texas and they get send a letter kek

You can add them to mycarfax and get some information for free like title and registration info as well as maintenance history. Basically, a free carfax.
You dont get anything identifying the owner other than city its registered in but its a good free tool if they dont provide the VIN.
