Factory turbo with a factory rich tune and a restrictive exhaust is what I had. My AFR gauge was pegging 10:1 after I did the exhaust and intake and intercooler.

AFR's now 11.5:1 where it counts, and cleaned up across the board. Ignition tuned off mbt and egt's. Small bore engine, we tried it as high as 12:1 but it got a little hot but never detonated with the fuel we have here, but it's my trackday/weekend car so we agreed to keep it a bit safer. Went from 14 to 19mpg around town which is nice. Some engines just respond really well to getting the whole thing tuned and nutted out with some bolt ons. Others not so much.

Factory turbo cars generally respond well. A b16 honda doesn't make shit from bolt ons and a tune

That's all well and good, but that's just the bare bones basic shit.

VE table and spark advance tables are easy to create.
Even more so if you don't need to meet emission standards, just map for maximum torque.

What about idle tuning, over run settings, acceleration enrichment and transient response tuning including boost control, decell fuel cut, cold start calibration, closed loop fueling correction.

As someone that calibrates for an oem I know these guys with chassis dynos aren't going to make an oem quality map.
And by that I mean its not going to be possible without a good deal of research and development. Testing and test data analysis takes time and money, and these speed shops don't have enough of either to compete with the oems.
And anyone that says you can map on the road is a moron and certainly doesn't know what they're doing.

Sure, you can turbo a 12.5 CR engine. Too bad it'll only take 3-5 psi before it'll start knocking. Turbo kits are kinda useless at that level.

Those numbers are pretty old. Might be true for wedge chambers from the 60's.

Modern high-swirl heads make max power closer to 13.0 AFR.

Factory tunes are set to cruise at a perfect 14.7 or even leaner, but go far richer than necessary under heavy throttle; you can see 11:1 or richer. While the OEM's focus on getting the most precise high-MPG/low emissions part-throttle cruise that they can, the open-loop full throttle mapping is all about reliability.
The OEM's would much prefer to err on the side of too rich rather than too lean, especially when they're going to have to use the exact same mapping in a quarter million not-quite-identical mass-produced engines per year, without individual calibrations. It keeps temps down and discourages detonation.

Combustion chamber shape and efficiency plays a roll in all this too. A well thought out combustion chamber can operate at a higher amount of cylinder pressure with out detonating or pre-igniting compared to something less well designed. Then of course there's also the big difference that direct injection makes. The more precisely you can control the combustion the more cylinder pressure you can build without needed race gas.
