I want Sky Sports to watch football, F1 etc. So what do I do? Phone Sky, ask for the package, pay £20 and voila, the channels and content are on my TV. If I didn't want that content, I wouldn't pay, so the channels wouldn't work.

There's no reason why BBC can't work that way. I bought my TV from a manufacturer, to use for content that I want, which I only pay for if I choose to. You don't see Netflix taking me to court for not paying them £140/year, instead I just don't use their service..
