Down south though it was like $1.19/L for Unleaded 91, and like $1.30 or so for Premium 98.

Also because the market has a lot of low-octane crude (oil sands, etc) in it. High octane gas is easier to refine from good 'ol Saudi sweet oil, but the expansion of alternative American drilling markets has resulted in more common and available low-octane crude base.
