S2K can be had in good condition and fair miles for $15K or under. Wouldn't really have any money left over for mods but even stock the S2000 is an absolute blast to drive. Fantastic car.

A Miata would also be a good choice and if you're interested in mods you'd have a lot more cash left over for customization.

Other considerations I'm not as familiar with but might interest you:

Chevy Camaro (third gen/catfish). Can get with LS. As far as power/cash ratio goes this will probably be one of the highest.

Pontiac WS6. Very similar to V8 Camaro as far as I'm aware.

350z (slightly faster in straight line than S2000 but stock for stock not quite as fun to drive by most people's opinion). Still a pretty great platform.

Mustang GT. You'd be limited to the older 4.6L 2V V8's but they're still very fun to drive. For the love of god never get an SN95 though.

I would advise against trying to do a turbo build, especially if you're new to mods and working on cars (not sure what your situation is). Easy way to fall into a money pit and greatly increases likelihood of something going wrong and running into problems/hiccups. If you buy it N/A, leave it N/A. If you buy it turbo, then great.

Actually now that I think about it the older 4.6L V8 1999-2004 Mustangs for like $7-9K now in really good condition, which would leave you more than enough cash for a good exhaust, intake, and some suspension upgrades.
