Got an older 99 car. This light came on. I noticed that brake

Got an older 99 car. This light came on. I noticed that brake fluid gets low and I'd have to press the brake harder to stop. I've read that when brakes are worn out, the fluid levels go down.

Is it time to change the brakes?

Parking brake isn't the issue, I've checked it. The brake is soft now (which I read is due to low fluid or pressure). Low fluid could result from leak or worn brake pads. I'm not sure about leaks, I don't see any leaks. I'm sure its related to worn pads. I don't have to tools to change it myself, so I'm looking for other routes of possible causes.

I'm wondering if temperature difference can cause fluid level drops or brake pads wearing out faster. Or maybe some water or air could've gone inside the system for some reason. Recently there was a minor flood (about a foot thick) that my car was under. Could it have taken in water from under the car?

It takes a socket, possibly an Allen wrench, and a C clamp, I'm sure you can find the tools for 20$ or less at harbor freight

You will lose levels as the pads wear down. If you add more fluid just remember to remove some when the brakes are changed or the reservoir will overflow when the piston is compressed.

Just pay the $100 for a shop to bleed them if you want to go crazy, that shit is a pain in the ass to do yourself
